Working with a Independent Power Producer that had two goals: 1. build a gas pipeline from the Wyoming gas fields to California 2. build a power plant to use the natural gas. Customer was a gold mine operation in Elko, NV. Gold mine wanted a reliable power resource but also needed to make sure that their emissions were counted separately from the proposed power plant. Made presentations at Nevada Commission for Environmental Quality and EPA Region 9 to divided 1 airshed into 3 airsheds. The Power Plant and the natural gas pipeline were not built but the airshed split was completed. First time in Nevada history that airshed was split.
